Ngày 9-8, Bộ Y tế có công văn gửi Bộ Công an về việc tăng cường bảo đảm an ninh, trật tự bệnh viện.
Theo Bộ Y tế, trong thời gian qua, tại các bệnh viện liên tiếp xảy ra nhiều vụ việc người bệnh, người nhà người bệnh hành hung nhân viên y tế làm mất trật tự, an ninh, an toàn, gây ảnh hưởng nghiêm trọng đến công tác khám bệnh, chữa bệnh, tinh thần, tính mạng của nhân viên y tế.

Điển hình là vụ việc ngày 27-7, tại khoa cấp cứu, Bệnh viện Nhân dân Gia Định, TP HCM, bác sĩ P.H.T. bị một người nhà bệnh nhi đẩy vào tường, bóp cổ khi đang đợi gắp xương cho bé gái.
Tiếp sau đó, ngày 30-7, tại Khoa chấn thương, Bệnh viện Đa khoa tỉnh Vĩnh Long, một số bệnh nhân cầm dao đuổi nhân viên y tế.
Gần đây nhất, ngày 6-8, tại Khoa cấp cứu, Bệnh viện Nhân dân Gia Định, TP HCM, có thêm một bác sĩ bị tấn công bởi một vật bằng sắt nhọn.
Để tăng cường đảm bảo an ninh, trật tự bệnh viện, Bộ Y tế đề nghị Bộ Công an tiếp tục chỉ đạo các đơn vị công an địa phương tăng cường phối hợp chặt chẽ với các cơ sở khám chữa bệnh trên địa bàn. Bộ này đề nghị điều tra, làm rõ các hành vi và đối tượng gây bạo hành trong bệnh viện đối với các vụ việc nêu trên, xử lý nghiêm và truy cứu trách nhiệm hình sự (nếu có phạm tội).
Đồng thời, tiếp tục chỉ đạo Công an địa phương thực hiện nội dung Quy chế số 03/QC-BCA-BYT ngày 26-7-2017 giữa Bộ Công an và Bộ Y tế về việc phối hợp giữa Bộ Công an và Bộ Y tế về công tác đảm bảo an ninh, trật tự trong lĩnh vực y tế. Tăng cường đảm bảo an ninh trật tự khu vực xung quanh bệnh viện như các cơ sở kinh doanh, dịch vụ phục vụ người dân khi đến khám chữa bệnh, đảm bảo trật tự an toàn giao thông trước các cổng viện.
Bộ Y tế cũng đề nghị Bộ Công an hướng dẫn các cơ sở khám, chữa bệnh trên địa bàn trang bị kỹ thuật đảm bảo an ninh, bảo vệ tại bệnh viện; phối hợp tập huấn, nâng cao trình độ bảo vệ, phản ứng với các tình huống gây rối, đánh nhau, hành hung tại các bệnh viện và cơ sở y tế. Xây dựng và thử nghiệm, triển khai mô hình tự phòng, tự quản, tự bảo vệ an ninh trật tự tại các bệnh viện.
Đồng thời, đề nghị Bộ Công an chỉ đạo các đơn vị địa phương “tăng cường lực lượng tuần tra, bảo vệ đảm bảo an ninh trật tự các khu vực có bệnh viện lớn, có lượng người đến khám, chữa bệnh đông. Thiết lập, củng cố mạng lưới đường dây nóng của lực lượng cảnh sát cơ động và cơ quan công an gần nhất cho bệnh viện và điểm nóng hay xảy ra mất an ninh trật tự bệnh viện trên địa bàn để kịp thời và hỗ trợ khẩn cấp trước các tình huống nguy cơ mất an ninh, trật tự”.

Then, on 30-7, at the Trauma Department,
Vinh Long General Hospital, some patients with knives chased away medical
staff.
Most recently, on 6-8, at the Emergency
Department, Gia Dinh People’s Hospital, HO CHI MINH CITY, another doctor was
attacked by a sharp iron object.
In order to enhance hospital security and
order, the Ministry of Health requested the Ministry of Public Security to
continue directing local police units to strengthen close coordination with
medical examination and treatment facilities in the area. The Ministry proposes
to investigate and clarify acts and objects of violence in hospitals for the
above-mentioned cases, strictly handle and pursue criminal liability (if there
is a crime).
At the same time, continue to direct the
local police to implement the content of Regulation No. 03/QC-BCA-BYT dated
26-7-2017 between the Ministry of Public Security and the Ministry of Health on
coordination between the Ministry of Public Security and the Ministry of Health
on ensuring security and order in the field of health. Enhance security and
order in the area around the hospital such as businesses and services to serve
people when coming for medical examination and treatment, ensuring traffic
order and safety in front of the hospital gates.
The Ministry of Health also requested the
Ministry of Public Security to guide medical examination and treatment establishments
in the area to equip techniques to ensure security and protection at hospitals;
coordinate training, improve the level of protection and response to disruptive
situations, fights and assaults at hospitals and medical facilities. Building
and testing, implementing models of self-defense, self-management,
self-protection of security and order at hospitals.
At the same time, it is proposed that the
Ministry of Public Security direct local units to “strengthen patrol
forces, protect and ensure security and order in areas with large hospitals and
a large number of people coming for medical examination and treatment.
Establish and strengthen the network of hotlines of mobile police forces and
the nearest police agencies for hospitals and hot spots or hospital insecurity
in the area to promptly and provide emergency assistance before situations of
insecurity, order.”
